HqO was originally built by the Indianapolis Water Company in 1959.  Renovations to the concrete-and-steel frame were managed by a joint venture between Browning and Davis & Associates. Our team had XBE participation goal for the project of 27% set by the City of Indianapolis.  In our efforts to maximize diversity and utilize local contractors, we were aggressive in vendor outreach, broke our project into 33 bid items and ultimately utilized 25 prime contractors for the project.  Our project completed with 48.66% XBE participation.  With so many prime contractors, new relationships were developed and the Browning-Davis team devoted additional time to ensure quality standards and timeline assurance for companies that had not previously worked on commercial projects of this size, scope, complexity.
